The correctional facility was named after Earl C. Pugsley (1885-1976) he was a man of multiple talents and was looking for a level 1 facility to help younger boys and adult men adjust back to society after petty crimes. Pugsley started as a minimum security prison in 1956 this was at the time called Camp Pugsley.
